Looks like EGH-19211 Rose Headdress from 2001, but with ribbons instead of roses. According to the Wayback Machine, Moitié did release a “Ribbon Headdress” in 2001, but there’s no picture. Assuming this must be it. – in comparison to headdresses of other brands, this is pretty stiff – the “body” is probably equipped with some kind of wire – features a little metal comb on the backside – the picture of the offwhite version was taken from PG
